The Sarasota unit is the crew behind every job on the Suncoast side of the business, covering Sarasota and Manatee counties from Palmetto and Parrish in the north to Venice and North Port in the south. The main towns are Sarasota, Lakewood Ranch (a master-planned community that straddles the Sarasota–Manatee line) and Bradenton, with the barrier islands (Siesta Key, Longboat Key and Anna Maria Island) and inland communities like Myakka City and Englewood covered by the same crew.

Flatwoods soil and a water table close to the surface
Sarasota and Manatee sit almost entirely on flatwoods soil, which means most lots hold water closer to the surface than the ridge towns on the Orlando side of the business. EauGallie and Immokalee, the two most common series here, both carry a seasonal high water table within 6 to 18 inches of the surface for part of the year, and Myakka, Florida's official state soil, covers both counties as well (NRCS, EauGallie series; NRCS, Immokalee series; NRCS, Myakka series). Pomello, a somewhat better-drained sand found on some of the higher ground, and Felda, a very poorly drained series with water within a foot of the surface for part of the year, round out the list (NRCS, Pomello series; NRCS, Felda series). ICPI's paver spec treats wet, poorly drained ground as its own case: 2 to 4 inches more compacted base than the 6 inches it calls for on well-drained lots, which in this unit is closer to the rule than the exception.
Salt air, flood zones and the Coastal Construction Control Line
Proximity to the Gulf and the bay changes how a project is built on the barrier islands and much of the mainland shoreline. FDOT treats any structure within 2,500 feet of water carrying more than 2,000 parts per million of chloride as a marine environment, a bridge standard rather than a residential code, but a useful marker for how much salt is in the air near Siesta Key or along the bay (FDOT Structures Design Guidelines). FEMA's flood maps add their own layer: Zone AE carries at least a 1-percent annual flood chance with wave heights under 3 feet, and the Coastal High Hazard Zone VE adds wave action strong enough to cause structural damage in a base flood event, both common on the barrier islands and low-lying stretches of Venice and North Port (FEMA, Coastal FIRM features). Building seaward of the state's Coastal Construction Control Line needs its own DEP permit on top of any city or county approval, and Sarasota County layers an additional Gulf Beach Setback Line on its own beaches (FDEP CCCL Program; Sarasota County Code §54-723). Salt and humidity are also why coastal pool decks get more sealer attention than inland ones; saltwater pools and salt air on hardscape and paver sealing and restoration cover the upkeep.

HOAs and master-planned communities
Lakewood Ranch drives the most HOA questions on this coast. Its Country Club/Edgewater Village Association requires a Modification Request Form before a homeowner seals, repaints, overlays or changes the material of a residential driveway or walkway, and the homeowners' manual names the approved sealer colors, including Sherwin-Williams Silverplate and Gray Clouds; painting a driveway outright isn't permitted at all (Lakewood Ranch Town Hall, CEVA Homeowners’ Manual). The same modification process runs across most of the roughly 35,000-acre master plan, since the IDA's board draws one member from each of its five community development districts (Lakewood Ranch / SMR, About Us). Palmer Ranch, the roughly 60-square-mile community off I-75 in unincorporated Sarasota County, runs a Master Association that maintains common grounds across more than 90 subdivisions, with architectural review handled neighborhood by neighborhood (Palmer Ranch Master Association). In North Venice, the Venetian Golf & River Club's Architectural Control Committee requires written approval before any exterior change, with applications due by noon on the last Monday of the month and approvals valid for six months (Venetian Golf & River Club POA, ACC Application). As of 2026, F.S. 720.3035 keeps any of these boards from requiring a building permit as a condition of review, and F.S. 720.3045 protects artificial turf only where it can't be seen from the street or an adjoining lot. Lakewood Ranch ARC approval for driveways and pavers and getting HOA approval for pavers or a driveway go further.
Water restrictions in 2026: SWFWMD's Modified Phase III order
Sarasota and Manatee counties both fall under the Southwest Florida Water Management District, which has placed them under a Modified Phase III “Extreme” Water Shortage order running April 3, 2026 through March 31, 2027. Watering drops to one day a week, assigned by the last digit of the street address, in one of two windows: 12:01 to 4 a.m. or 8 p.m. to 11:59 p.m. (SWFWMD District Water Restrictions). Manatee County has posted fines of $100, $250 and $500 for a first, second and third violation (Manatee County Utilities), and the City of Sarasota confirmed the same schedule through March 2027 (City of Sarasota). Artificial turf sidesteps that schedule entirely, and how much water and money it saves runs the comparison against sod.

Can I add a pool deck seaward of the Coastal Construction Control Line?

Do I need a permit for a patio in unincorporated Manatee County?
A non-structural concrete or paver patio is on the county's own no-permit list, but a concrete slab with footers and any work tying into the right-of-way, such as the driveway connection, still need a permit through Manatee's Access and Drainage process.
Does building near the Gulf change how concrete or pavers are built?
The construction method stays the same, but upkeep changes: salt-laden air and a high water table push more homeowners on the barrier islands and the bay shoreline toward sealed pavers and more frequent joint and sealer checks than an inland Bradenton or Parrish lot typically needs.
